What is the most important thing that a Clerk-Recorder does?
The Clerk-Recorder’s most important responsibility is safeguarding the lawful and transparent administration of elections while maintaining accurate, secure, and accessible public records. These core functions protect constitutional processes, property rights, and the stability of our republic.
Effective administration requires clearly documented procedures, strong internal controls, consistent professional standards, and a commitment to common-sense safeguards such as voter ID, proof of citizenship, clean voter rolls, and transparent ballot handling.
Public confidence depends on operational reliability and principled leadership that puts citizens first. By maintaining institutional discipline and uncompromising integrity, the Clerk-Recorder strengthens trust in government and upholds the security of our constitutional republic.
If elected, what would you hope to accomplish in your first year in office?
My first-year priorities will focus on strengthening institutional processes to ensure lawful, transparent election administration and restoring public trust. This includes:
- Conducting a comprehensive review of all procedures, internal controls, and operational practices
- Implementing measurable performance standards and professional development for staff
- Enhancing transparency in election processes and public records access
- Improving service delivery, including greater North County office access for residents
I will prioritize voter identification, accurate voter rolls and clear, consistent standards that comply with the law while protecting constitutional rights. This office administers elections that determine who represent us, safeguards official public records that affect property rights, legal transactions and supports systems essential to lawful governance and economic stability.
These responsibilities require disciplined management, robust institutional safeguards, strict adherence to constitutional standards, and a commitment to neutrality and transparency. Election administration, in particular, demands clarity, impartiality, and professional oversight that prioritizes the will of the people over political pressure.

I will maintain structured, ongoing engagement with the business community through regular coordination with local chambers of commerce and professional organizations. My focus will be on improving operational clarity, responsiveness, and efficiency while maintaining full compliance with constitutional and legal mandates. With decades of experience in organizational reform and systems management, I bring a results-driven, common-sense approach that prioritizes restoring public trust over maintaining the status quo.
I will resolve procedural and compliance concerns promptly and transparently, while directing candidate or election-related complaints to the appropriate legal and regulatory channels — such as the Fair Political Practices Commission, state election authorities, or the Sheriff — rather than engaging in inappropriate collaboration. The Clerk-Recorder’s Office is an administrative body, not an investigative or enforcement agency. This approach preserves institutional neutrality, protects due process, and ensures concerns are handled by the proper authorities.
I will lead this Office as a professionally managed, independent public institution that serves all citizens with consistency, transparency, and reliability — putting the people of San Luis Obispo County first and delivering elections they can trust.
