French Hospital Medical Center (FHMC), a member of the Dignity Health system that locally also includes Arroyo Grande Community Hospital and Marian Regional Medical Center, is pleased to announce the election of new officers and the appointments of new and returning members to serve on two key boards for the 2013-2014 year. In total, some 48-community members bring a vast background to the table while guiding and supporting community health care on the Community Board and the Foundation Board.
FHMC Community Board
The role of the Community Board is to assure that health services provided at the hospital are medically necessary, of high quality, safe, effective, efficient, and consistent with community standards. It oversees quality assessment, performance improvement, and patient-safety and utilization management activities of the hospital and by assuring that these activities are consistent with established standards and policies and procedures.
Newly elected Community Board Officers include:
Kevin M. Rice is elected the new Chairman of the FHMC Community Board. A retired Colonel, who graduated from West Point Military Academy and holds master’s degrees from the Naval Postgraduate School and the National War College. From 1997-2000, he was stationed at the U.S. Embassy in Beijing, China and served as the U.S. Army Attaché to the People’s Republic of China. Later, he served as the Commander and Commandant of the Defense Language Institute and the Presidio of Monterey. He retired from his second career as City Manager of the City of Pismo Beach in 2013. He succeeds Jim Copeland, who will continue to serve as a member of the board as Past Chairman.
Attorney Patricia Gomez, a specialist in employment law and human resource management. She has also consulted to local non-profits in grant fund development. She will serve as Community Board Vice Chair.
Sandee McLaughlin, Assistant Superintendent/Vice President of Student Services and College Centers at Cuesta College, is elected Secretary of the Community Board.
Three new Community Board members are being welcomed to the board this year. They include:
Wayne Simon, former member of the Foundation Board, is an attorney and a former Chief Deputy Commissioner of Corporations, with more than 25 years experience in health care law and extensive experience in managed care, including access to services, quality assurance, grievances, financial viability and contracts.
Armando M. Corella has substantial experience in county government, including fiscal management, social work and is skilled in community needs in underserved populations.
Leopold G. Selker, PhD, MBA, Research Scholar in Residence at Cal Poly, San Luis Obispo. Dr. Selker is the former President of Northshore University Health System Research Institute and former Dean, University of Illinois at Chicago. He has an extensive background in hospitals and health care research.
FHMC Foundation Board
The French Hospital Medical Center Foundation is a non-profit, public benefit organization with the purpose to raise funds for FHMC through charitable contributions for the betterment of community health care. The FHMC Foundation relies on the generosity of the community to help support hospital efforts of providing quality health care for local programs and services. The Foundation Board is made up of unpaid volunteers who donate their time and effort to raise funds for San Luis Obispo’s only not-for-profit hospital. Since its inception in 2005, the FHMC Foundation has raised more than $16 million for patient care and services.

Pierre Rademaker, owner of Rademaker Design and longtime board member is elected as Chair of the 2013 – 2014 board. With a client list that ranges from the iconic GAP logo to Friends of the Hearst Castle and a long, diverse list in between, Rademaker Design helped numerous businesses and organizations successfully define themselves. In 2003, he was honored as the San Luis Obispo Citizen of the Year.
Reese T. Davies, a career banking and financial services professional and life-long resident of San Luis Obispo, is elected as Foundation Board Vice Chair this year. With nearly 50 years of institutional financial experience, including that of President & Chief Administrative Officer of Founders Bank and President & Chief Operating Officer of First Bank of San Luis Obispo, Immediate Past Chair of the Board of Trustees at the South Western Graduate School of Banking on the S.M.U. campus in Dallas, TX.
