The City of San Luis Obispo invites community members to provide input on the future of the Upper Monterey Area, including portions of downtown San Luis Obispo.  

This area extends between Santa Rosa Street and Highway 101 and is a gateway into the City’s downtown core and the historic Mission. In fact, Monterey Street was once used as part of Highway 101 before the current route was established. 

“Whether you live, work or play here, we want to hear from you: what is your vision for upper Monterey Street and what are your top priorities for revitalizing and enhancing this important area in SLO?” said Community Development Director, Timmi Tway. “Community input at this stage is so important and we want to hear from you as we create a clear plan for this location.” 

The City’s Community Development Department is seeking community input that will inform the scope of an area plan for the Upper Monterey Area and guide future enhancements. There are several public input opportunities:  

  1. Take our online survey on Open City Hall at www.slocity.org/opencityhall 
    Review Policy 8.2.2 in the City’s Land Use Element and
    take the survey by 5 p.m. on February 7, 2025. 
  2. Attend the Community Open House to learn more and participate in the discussion. 
    January 30, 2025  at 5:30 – 7:30 p.m.

The current community-led vision is that the Upper Monterey Area will serve as a vibrant, well-connected hub that addresses critical needs, such as parking, transportation improvements, mobility, building design m and more.  

In 2014, the City updated the Land Use Element of its General Plan and identified the Upper Monterey Special Focus Area as an area for revitalization and enhancement. Over a decade later, the City is revisiting this vision and related action items to update the scope of the area plan and ensure it aligns with current community needs and priorities.  

Community feedback is essential to identifying what future improvements matter most to businesses, property owners, residents, workers, and visitors.
