As part of the State of California’s Department of Housing & Community Development (HCD) Super Notice of Funds Available (NOFA) funding, People’s Self-Help Housing (PSHH) received an investment of over $35 million.
This will fund 142 new units of new affordable housing developments between two regional sites: Cleaver & Clark Commons in the City of Grover Beach and Buellton Garden Apartments, coming to the City of Buellton.
A collaboration with the Housing Authority of San Luis Obispo (HASLO), Cleaver & Clark Commons received more than $10 million from the HCD and will provide 53 new, affordable one-, two- and three-bedroom units for low-income families and farmworker households. The site is located on W. Grand Avenue, near downtown Grover Beach, with close proximity to elementary schools, local parks, a community library, grocery stores, and the Oceano Dunes.
A key to PSHH and HASLO multifamily properties’ unique success is the inclusion of community and outdoor recreation spaces. Two communal spaces for resident’s use, of approximately combined 1,950 square feet, are strategically located in each building for local events, laundry facilities, educational services, and property administration. The community room is also adjacent to an over 2,000 square foot outdoor courtyard with shaded seating, picnic tables, BBQ areas, and a playground. Bicycle parking has been provided in convenient locations near each building onsite to help promote active lifestyles and sustainable transportation methods.

PSHH’s first rental housing in the City of Buellton, Buellton Garden Apartments will bring 89 new units to low-income individuals and families. PSHH received over $24 million in financing from HCD to support the development of this site. Future residents of Buellton Gardens will have access to both a community and learning center, as well as free onsite supportive housing services. The property is centrally located to downtown Buellton, at an easy walking distance from grocery stores, pharmacies, and local parks.
To continue expanding the state’s affordable housing stock and increase capacity for additional climate-smart infill housing, the Super NOFA awards are the first funding provided under a new streamlined application process, aimed at accelerating the development of new projects while saving time and money at the local level. In these recent awards, approximately 58 communities across California were awarded more than $825.5 million to build 9,550 homes.
“The California Multifamily Super NOFA transformed a once burdensome and lengthy funding application process into an accessible and smart one-stop shop that will get more housing built faster,” Business, Consumer Services and Housing Agency Secretary Lourdes Castro Ramírez said. “This results in new homes for struggling working families, veterans, farmworkers, and people exiting homelessness. California will continue to act with urgency to find new, innovative solutions to fast track housing development.”
